LOBBYING RELATED:

What on the Hill is Going On? By The Hon. Joe Jordan. He is a 2nd Generation former Member of Parliament. He is working with CAMIC/ACCAM in support of our Government Relations objectives.

The 44th Parliament of Canada returned to work on January 31 and returned to an unprecedented protest/occupation on their front doorstep.  Fortunately, the ongoing pandemic required the House of Commons to incorporate new Standing Orders and remote technologies to permit the Chamber to continue to function and the actual disruptions to the business of the House were surprisingly minimal.

While the situation is complex, involving six different security services and three levels of government, one thing we can always count on is politicians of all stripes trying to extract the maximum advantage from the situation.  We will have to wait to see what the eventual resolution is before determining the beneficiaries.

There was also some significant drama, as the Leader of the Opposition was removed, and interim Leader voted in by caucus and the Conservative party plunged head on into a leadership contest.  From experience, I can tell you that this will be very disruptive for the Conservative Members of Parliament.  The Liberals should benefit from a distracted opposition party and the NDP has a rare opportunity to fill the vacuum.

At the end of the day, we still have a minority government that is working through various pieces of legislation and preparing for a budget in the spring.  As the pandemic response funding taps get turned off, it will be interesting to see the plan for pandemic recovery and accompanying fiscal plan.

CAMIC will continue to monitor activities on behalf of the member companies and is planning a Lobby Day in May to meet directly with key decision-makers on our important issues.

So, the upcoming session will have plenty of concurrent narratives and procedural moving parts.  It will be important to keep in mind the sentiment attributed to Bismark, the politics is a lot like sausages, you may like it, but you never want to see it being made.

CAMIC’s Government Relations and Advocacy Committee:
The Committee met on January 20 to discuss CAMIC’s Government Relations Operational Plan. It will be important to build a contact list of MPs who are in the ridings of CAMIC members so that meetings can be set up with them in August. At CAMIC’s Lobby Day /Mid-Year Meeting, a presentation will be made to CAMIC members with tips on meeting with MPs so that a clear message can be provided to them, with the focus on the concept of mutuality.

Climate Proof Canada
The coalition has resumed meetings as of January and is working to set goals. Some areas that are being considered include: climate migrants, expedition of steps needed to return climate migrants home after evacuations, arctic security, Indigenous communities – infrastructure, drinking water, rural and remote communities. This last potential goal aligns with discussions in which CAMIC has been partaking with EY, The Co-operators and ICMIF to explore offering microinsurance to these communities. The coalition is also discussing flood related damage, which ties in with the work of the Industry Task Team. Government needs to recognize the opportunity to leverage such crises to make real changes.

Industry Task Team
The Industry Task Team is composed of insurance related associations and groups, with the goal of working with Public Safety Canada on proposing solutions on high risk flooding. The Industry Task Team has been reviewing the Draft Statement of Fact Outline and Draft Affordability Issue Note to be sent to Public Safety. A note will be sent to Public Safety Canada in which the team will offer to meet with Public Safety to answer any questions or receive any comments. The value of adding a commentary would be to let Public Safety know that Industry Task Team is providing enough information to be able to make a recommendation.
